Landing in Japan: make a connection plan before you fly
Separate internet access from getting a Japanese phone number. If your immediate tasks are maps, messaging and finding your accommodation, you may be able to solve those before your longer-term voice plan is ready.
Before departure
Choose a temporary connection if you need one. Compare your existing roaming allowance with a data-only option. Check compatibility, validity dates and when charging or validity starts. Do not assume an eSIM labelled for Japan includes a Japanese voice number or SMS.
Save the essentials offline. Keep your accommodation address, directions, booking confirmation and provider pickup instructions on your phone. Have a way to charge it. Having those details saved means you can still find the address if getting connected takes longer than expected.
Check any phone number requirement. Ask the school, employer or service requesting a number whether it must receive calls, SMS, or both. App messaging is not the same feature. Do not buy a voice plan solely because another traveller needed one.
At the airport: collection is only one step

Think of collection as receiving the item and activation as getting the service ready to use. For example, Mobal's physical SIM instructions separate receiving the SIM from choosing a plan and activating it online. Landing late at Haneda: which counter can you reach?
For Sakura's monthly-plan pickup, its guide lists the JAL ABC counter in Terminal 3, arrivals floor 2F, closed 01:00–04:00 each day. It does not list a pickup counter in Terminal 2; travellers arriving there need to allow for a transfer to Terminal 3. These details were checked on 13 September 2026 in Sakura's monthly pickup guide.
That is a collection window, not a promise of same-night activation. The counter is for pickup, with setup questions directed to Sakura. Use it only when your exact product and application route are confirmed for that counter. The hours do not describe Mobal's pickup points or every SIM seller at Haneda.
If immigration, baggage or a terminal transfer could put you inside the closure window, arrange a later collection with the provider before relying on it. Keep enough data access for the journey to your accommodation while the Japanese voice number is pending.
If your flight arrives late
A simple planning example: your flight lands at 20:30 and your selected counter closes at 21:00. That leaves only 30 minutes before accounting for immigration, baggage or moving between terminals. Treat this as a tight connection, not a reliable pickup plan. The times are illustrative; they are not the opening hours of a real counter.
Look for another collection date or route before ordering. If your temporary connection only provides data, remember that it will not fix an urgent voice-number requirement.
If the number is not ready, solve the journey first
For maps and messaging, a temporary data connection may be enough while activation is pending. If a school or employer needs calls or SMS immediately, ask what can be completed later; a data-only fallback is not an equivalent replacement for those functions. Keep your accommodation details and pickup instructions offline in case the connection itself is delayed.
Once the arrival-day plan is settled
Once you know where you will live and what your school or employer provides, compare the ongoing bill as well as setup costs.
